Welcome to the Oval West HOA!

We are happy that you have chosen this historic neighborhood as your new home and we are all excited to meet you. Our neighborhood, locally known as “Officers’ Row” includes unit 132 on the north end of the road extending south to unit 174, next to Fesette Realty. All of our houses were built by the US military at the end of the 19 century and have seen many important historical visitors and house some of America’s bravest.

As a new resident and homeowner, you are now part of the oval West HOA. The association is a nonprofit corporation made up of all the homeowners from the 22 units in the row. On this website you can find the link to all our official documents. All residents are encouraged to review the rules, regulations, covenants, and bylaws. Monthly HOA dues are $430. Payments by check can be mailed to Oval West HOA, Inc., 130 US Oval, Plattsburgh, NY 12903. You're welcome to pay monthly or all at once, depending on your preferences. Post-dated monthly checks are also encouraged so that you can be sure your payments are received on time. Bill pay through your bank can also be set up for recurring payments.

HOA board meetings are held quarterly and all residents are encouraged to attend. You will be notified by email about the location (in one of the units or on zoom) and the time of the meeting approximately one week in advance. The Board holds an annual meeting, to discuss and make decisions about community-wide issues such as maintenance, big repairs, and board elections. The annual meeting is necessary to address HOA business, but it is also an opportunity to gather as a community and to know each other. All residents are encouraged to attend.

The HOA aspires to function as a resource for the neighborhood. Living in a historical building can present certain challenges with regard to maintaining our units and taking care of necessary repairs. There are also rules and guidelines for what we are allowed to do with our lot. Much of this is common sense and as a general rule, if you have questions about maintaining your unit, landscaping, parking space, or garages, please ask before hiring a contractor, breaking ground, or installing equipment. The experiences of our neighbors are a valuable resource and the HOA board is here to help facilitate the exchange of knowledge. We are glad that you are here and encourage you to get involved in the HOA. Board members are all volunteers and your participation is vital to keeping our community a welcoming place to live.

MAILBOX:

The mailboxes are located near the garages in the back alley.

TRASH & RECYCLING:

Two locations in the back alley near the garages. There is one area in the south and another in the north end.

Trash pick up: Mondays, Thursdays

Recycling pick up: Tuesdays (Please break down your cardboard boxes before)

Important Note: If you have extraordinary garbage or recycling please contact Casella to order your own container (please use your parking area next to your own house) and pick up service. Carol Arnold at #172 offers guidance to help you if needed. cparnold35@yahoo.com

You can also drive and bring your special trash at Clinton County Landfill and Recycling, 286 Sand Road, Morrisonville, NY 12962 (518) 563-5514. They will assist you when you drive in on where to put what.

LOCKBOX:

Each unit can leave a spare key in a lockbox for the fire department in case of emergency. (*If there is a fire they can open the door instead of breaking it)

EXTERIOR WORK PROCESS:

If you plan on doing exterior work (including windows, porches, HVAC systems that may alter the structure of the building, etc (which is HOA property)

Please fill out a Exterior work request form and submit it to the HOA. It may take a week to get an answer. Plan accordingly. HOA board members are volunteers. Any change or deviations of approved work plans, must be presented again. In most cases, all should be fine, but we just need to be aware and respect all these below:
